(Re-created) SW: Make SK_CENTER_VIEW use existing return to center formula when !PedanticMode.

This re-opens @mjr4077au's MR !3 (closed), just with the source branch residing in mainline this time. I'm doing this so these changes aren't forgotten.

Quoting from the original MR:

  • Return to center with smooth like auto-return when using SK_LOOK_UP/DOWN.
  • Also fixed a few places where tabs were used instead of 4x spaces for more consistency with the rest of the source.
