Bugfix/update zpl rdtsc

Hi!

Build and runtime fixes for ZPL on ARM here, plus addressing a minor but potentially misleading sdlayer.cpp error message issue.

I'll share thoughts later, just wanted to get the ARM fix known since it's merged upstream.
