Weapon system fixes

EDuke32: Fix FIREDELAY's of 1 by deferring kickback_pic setting to lower block, and make adjustments to prevent errant behaviour this may cause.

Also, fixed a bug with the Ripper that would allow you to fire it WAY faster than you could in Atomic if you tapped the fire key rapidly. Now the behaviour matches Atomic, and done so in a way that won't break WW2GI.

Tested with Ion Fury and WW2GI (compared with DOS), doesn't seem to break anything so far.
